VII.  Individual Rights of PKI End-Users and "Consumers"

A.  General - Focus on the Application, Not on the Technology

Throughout history, technological paradigm shifts have often engendered broad resistance to change which is focused on the technology itself.   As policymakers begin to grapple thoughtfully with the economic, cultural and social implications for end-users of PKI technology, it is becoming apparent that the real needs and legitimate concerns of end-users (including those who are "consumers" in the traditional sense) depend more upon the nature of the specific PKI applications and transactions involved, than  upon the fact that PKI technology is being used.
