  April 21, 2000 - Press Release re Effective date of Federal Trade Commission Rule implementing The Children's Online Privacy Protection Act of 1998 (COPPA).

  April 13, 2000 - Full Text and Summary of Canada Bill C-6, "An Act to support and promote electronic commerce by protecting     personal information that is collected, used or disclosed in certain circumstances, by providing for the use of electronic means to        communicate or record information or transactions and by amending the Canada Evidence Act, the Statutory Instruments Act and the      Statute Revision Act," that received Royal Assent April 13, 2000. Part 1 of the Act deals with Privacy, which follows the EU Data Protection Directive and the 1994 Province of Quebec Privacy Law.  Part 2 of the Act deals with generic "electronic signatures," and Part 3 of the Act deals with evidentiary presumptions afforded "secure electronic signatures," the equivalent of "digital signatures" under U.S. laws, and "enhanced electronic signatures" under the EU electronic signatures framework.

  February 24, 2000 - Full Text of Agreement reached (it subsequently fell apart) in Negotiations Between European Union and U.S. Dept of Commerce re Safe-Harbor Compromise re Self-Regulation to comply with EU Data Protection Directive  which became effective October 21, 1998.
