A.  Toward a Global PKI

A global interoperable PKI is the mission of multinational bodies.

July 22, 1999 Update of April 22, 1999 Posting - June 29, 1999 Revised Draft of Uniform Rules on Electronic Signatures. (Click on Preparatory Documents, Working Group on Electronic Commerce, then WP.82 at bottom) To be considered at Vienna Meeting Sep 6-17, 1999.  John Gregory summarizes:  "The Uniform Rules go beyond the UN Model Law on Electronic Commerce, though the relationship of the two texts is not yet determined.  The Rules contain draft provisions on 'enhanced electronic signatures', on the legal effect of using such signatures, and on the duties of signature (device) holders, information certifiers and relying parties.  They also deal with recognition of signatures and certificates across borders.  The scope and the content can fairly be described as open to discussion." (Gregory posting 7/21/99 to digsig@listserv.temple.edu).  The comments contain extremely useful section-by-section references to prior works, including: ABA Information Security Committee's Digital Signature Guidelines (1996), Germany Digital Signature Law (1997), Illinois Electronic Commerce Security Act (eff. 7/1/99), Minnesota Electronic Authentication Act (1997), Missouri Digital Signature Act (1997), Singapore Electronic Transactions Act (1998), EC Draft Directive (1999), ICC's Guidec (1997).
