Legislative and Regulation Efforts are widespread in nations and states throughout the world.


  April 13, 2000 - Full Text and Summary of Canada Bill C-6, Second Session, Thirty-sixth Parliament, 46-47 Elizabeth II, 1997-98, House of Commons of Canada.  (Similar to Bill C-54, First Session of Thirty-sixth Parliament, which was reintroduced in the Second Session), "An Act to support and promote electronic commerce by protecting personal information that is collected, used or disclosed in certain circumstances, by providing for the use of electronic means to communicate or record information or transactions and by amending the Canada Evidence Act, the Statutory Instruments Act and the Statute Revision Act," that received Royal Assent April 13, 2000.  Part 1 of the Act deals with Privacy, which follows the EU Data Protection Directive and the 1994 Province of Quebec Privacy Law.  Part 2 of the Act deals with generic "electronic signatures," and Part 3 of the Act deals with evidentiary presumptions afforded "secure electronic signatures," the equivalent of "digital signatures" under U.S. laws, and "enhanced electronic signatures" under the EU electronic signatures framework.

October 1, 1998 - Canadian Federal Electronic Commerce Bill, Bill C-54, First Session, Thirty-sixth Parliament, 46-47 Elizabeth II, 1997-98, House of Commons of Canada.  Part 1 governs the Privacy of Personal Information, with rules resembling the EU Directive on Privacy and  1994 Province of Quebec privacy legislation.  Part 2 validates electronic records and electronic signatures.   Part 3 amends the Canada Evidence Act to provide certain evidentiary presumptions regarding private and official electronic records .  Parts 2 and 3 together contemplate future adoption of regulations for the recognition of technologies which provide  a "secure electronic signature" and evidentiary presumptions in connection with the use of same.  Part 4 authorizes electronic publication of the Canada Gazette in electronic form, and Part 5 authorizes electronic publication of the Canada Consolidated Statutes and Regulations.
