C.  US PKI Initiatives Today

  March 16, 2000 - Download or View PowerPoint Slides by Chas Merrill Esq. of McCarter & English - "PKI Digital Signatures For eCommerce as A Special Case of Electronic Signatures -  The Legal Framework of Today,"  presented at a meeting of the New Jersey State Bar Association's Computer-Related Law Committee.  The thesis is that it will be feasible for websites in the U.S. to replace paper commercial contracts with clickwrap electronic contracts using PKI Digital Signatures, upon enactment of a Conference Bill in Bliley H.R.1714/Abraham S.761(or UETA by all States involved), without the need for specialized Digital Signature Legislation.

   July 1, 1999 - The Effective Date of the Illinois Electronic Commerce Security Act , drafted by Tom Smedinghoff of McBride Baker & Coles in Chicago.  The Act is summarized in a June 1999 article for the Illinois Bar Journal by R.J. Robertson and Tom Smedinghoff of McBride Baker & Coles.

  Apr 12, 1999 - Analysis of State statutory provisions enacted which govern presumptions of signature by the subscriber in a PKI digital signature transaction, by McBride Baker & Cole.

  Mar 1999 -  U.S. Office of Management and Budget -  Proposed Implementation of the Government Paperwork Elimination Act of 1998 which was passed in the last day of the 105th Congress, buried in the Omnibus Budget Bill. By Peter Weiss
